I cant say i have ever thought about it but i would assume it is some sort of aluminum foil although some bottles have a plastic seal. It certainly wont be lead.
Most seals on whisky bottles are aluminium foil. Bottles are sealed using a method called induction sealing which is a simple and reliable method of bottle sealing. It welds an aluminium foil seal across the bottle neck.
Bottles are filled then they are capped either with a screw cap but more usually a cork in the case of single malt whiskies, the cap/cork is then fitted with an auluminium foil seal and then passed under an induction sealer. This transmits an electromagnetic field, somewhat similar to a microwave oven, that heats the aluminiium seal and bonds it to the bottle neck.
