I'd say it very much depends on your audience. As a regular whisky tasting attendee, I'd suggest anything less than 25ml for up to 5 drams would be unusual.

I thought VAT was always paid by the buyer (not just in auctions) thought that was how it worked.

You are correct. If an item is VAT-able then it is the buyer who pays.
